A Quick Examination of the Impact of Digitalization on Universal Access to Education, Health, Financial Services, Local Government Facilities and a Summary of the E-Government Master Plan
It’s May 16, 2020, and the Philippine government has relaxed the enhanced community quarantine in most of the country shifting to either a modified community quarantine or general community quarantine.
The following guidelines are based on IATF Resolution Numbers 34, 35, 36, IATF Transition Infographics, statements of Presidential Spokesperson Harry Roque and news report on Interior Secretary Eduardo Año’s statement. The following may be subject to change, upon issuance of resolutions amending the previously issued Omnibus Guidelines on the Implementation of Community Quarantine of the Philippines and other National Task Force Recommendations on Zoning.
In order to provide guidelines and safety measures for work places allowed to operate during the Enhanced Community Quarantine (“ECQ”) and General Community Quarantine (“GCQ”), the Department of Health (“DOH”) and Department of Trade and Industry (“DTI”) issued Interim Guidelines on Workplace Prevention and Control of COVID-19 (“DOLE-DTI Interim Guidelines” or “Guidelines”).
The changes to how we do things brought about by COVID-19, including the implementation of community quarantines, have increased our reliance on on-line platforms and services. Such reliance on these virtual modes of communicating and conducting commerce is dependent on extending much trust to a people we do not know or physically see. Unfortunately, this has also increased our vulnerability to scams and frauds. When such vulnerability becomes apparent, the prevalence of malicious people taking advantage of the situation also increases.
